CQC Notice of CCC Certification for SAMR Announcement 2019 No.44

According to Announcement of the State Administration for Market Regulation in regard to the adjustment and improvement of the compulsory certification products catalogue and implementation requirements (2019 No.44), hereby notify the related matters as follows:

1. Products not required for supervision through the compulsory product certification 

For products in Announcement No.44 Attachment 1 List of Products not required for supervision through the compulsory product certification:

(1) As of October 16, 2019, the application for CCC certification will no longer be accepted; if the certification has already been accepted and implemented, meanwhile the certificate has not been issued, the CCC certification shall be terminated and the expenses incurred shall be paid; and the issued CCC certificate shall be cancelled.

(2) CQC will carry out CQC certification for products listed in Announcement No.44 Attachment 1. The enterprises may apply for CQC voluntary certification. For CCC certificate that has already issued, the enterprises can apply for conversion to CQC certificate; for those who have not obtained the CCC certificate, they can apply for CQC certification. Please follow the further notice for CQC certification of products not required for supervision through the compulsory product certification.

2. Products of compulsory product certification through self-declaration evaluation 

For products in Announcement No.44 Attachment 2 List of products of compulsory product certification through self-declaration evaluation: 

(1) Before December 31, 2019, the enterprises can continue to apply CCC certification from CQC, but no CCC certificate will be issued after January 1, 2020. On November 1, 2020, CQC will cancel all CCC certificates of products through self-declaration evaluation. Before the cancellation of the certificates, supervision after obtaining certificate shall continue to be carried out.

(2) CQC will carry out CQC certification for Announcement No.44 Attachment 2. The enterprises may apply for CQC voluntary certification. For CCC certificate that has already issued, the enterprises can apply for conversion to CQC certificate; for those who have not obtained the CCC certificate, they can apply for CQC certification. Please follow the further notice for CQC certification of products of compulsory product certification through self-declaration evaluation.

(3) If the enterprises convert CCC certification to CQC certification, CQC will assist them in completing the process of self-declaration. Please follow the further notice. 

3. Telecommunication terminal equipment

Since October 16, 2019, YD/T993 the technical requirements and test methods of over-voltages and over-currents resistibility for wire telecommunication terminal equipment is no longer used as the standards for mandatory product certification.
