ROHS NO.23 Announcement 2019

The "Implementation Arrangement for the Conformity Assessment System for Restrictive Use of Hazardous Substances in Electrical and Electronic Products" requires that the products listed in the "Management Catalogue for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products (First Batch)" must comply to the implementation arrangement after November 1, 2019.

 

 “Management Catalogue for Restriction of Hazardous Substances in Electrical and Electronic Products (First Batch)” includes 12 types of products: refrigerators, air conditioners, washing machines, electric water heaters, printers, copiers, fax machines (and all-in-ones), televisions, monitors, and microcomputers (including all-in-ones, tablets, handheld computers), mobile communication handsets, and telephone.

    

Restricted substances managed in the “Administrative Measures on the Restriction of Use of Hazardous Substances in Electrical and Electronic Products” : lead and its compounds; mercury and its compounds; cadmium and its compounds; hexavalent chromium compounds; polybrominated biphenyls; polybrominated diphenyl ethers and other hazardous substances regulated by the State .

Certification mode:

Mode 1(applies to certain parts and components and materials):

Type test and conformity declaration+ follow up surveillance

Mode 2 (applies to certain parts and components):

Sampling test and conformity declaration+ follow up surveillance

Mode 3 (applies to complicated end product and subassembly):

Optimized test and conformity declaration+ follow up surveillance

Mode 4 (applies to all product):

Sampling test and conformity declaration+ initial factory inspection+ follow up surveillance

 

Follow up surveillance includes sampling test and follow up inspection of capability of Restrictive Use of Hazardous Substances (when necessary).

 

Supplier’s Declaration of conformity scheme:

Applicant: can be manufacturer or authorized representative registered in China.

Technical documents:

Option 1: test report issued by self-owned lab or third party lab

Option 2: conformity report based on the judgement of the restricted substances of all components, parts and materials

Validity time of voluntary certificate: 5 years maintained by follow up surveillance
