CCC- category change- CNCA New Announcement No.44, 2019

In order to implement the Central Economic Work Conference, the "Opinions of the State Council on Strengthening the Construction of Quality Certification System to Promote Quality Management" (Guo Fa [2018] No. 3) and to deepening the inform of "distribution service" , promoting the transformation of government functions, giving full play to the decisive role of the market in resource allocation, strengthening the responsibility of market entities, further reduce institutional transaction costs, and highlight the essential nature of mandatory product certification "safety", in accordance with the principle of necessity and minimization, Making the following adjustments to the mandatory product certification catalog and implementation requirements.

1，Adjust the CCC catalog

1. From the date of publication of this announcement, CCC certification will no longer be implemented for 18 products (see Annex 1). The relevant designated certification body shall cancel the CCC certification been issued, and may be converted into a voluntary product certification according to the requirement  of the customers. CNCA shall cancel the designated business scope of CCC in relevant certification bodies and laboratories.

2. Enlarge the implement scope of SDOC

Total of 17 CCC catalogues (see Annex 2, Remarks "New" products) are adjusted to the SDOC method.

3.  The requirements and implementation of adjust Compulsory product certification

Products that fall into SDOC scope can only take this certification method, cannot  apply the traditional CCC certificate anymore. The enterprise shall complete the self-evaluation according to the “Compulsory Product Certification Self-Declaration Implementation Rules” and submit the product conformity information in the “SDOC Reporting System” (http://sdoc.cnca.cn) and should apply CCC mark to the products before shipped, sold, imported or used in other business activities in China. After the product conformity information is submitted successfully online, the system generates a “Self-Declaration of CCC” (see Appendix 3 for the model), and this declaration will be  a CCC certificate, and the subsequent supervision and management requirements are the same.

Based on the Announcement of SMAR on Reforming and Adjusting the Catalogue and Implementation of CCC Certification (No. 11 of 2018), and the Announcement of SMAR on Further Implementing the Reform of CCC (Announcement No. 29 of 2018) and the products of the SDOC method published in this announcement (see Annex 2 for a list of all products), manufacturers may choose third-party certification methods or SDOC before Dec.31st, 2019. We encourage enterprises to adopt SDOC methods. From Jan 1st,2020, only SDOC methods can be chosen, and no traditional CCC certificate will be issued; enterprises that still hold CCC certificates should implement SDOC method before Oct 31st, 2020.  It is required to complete the transition and cancel the corresponding tradition CCC certificate;

On Nov.1st, 2020, the designated certification body shall cancel all CCC certificates applicable to the SDOC method, and may be converted into voluntary certification according to the demands of the enterprise; CNCA shall cancel the designated business scope of the relevant certification bodies.

4.  Adjust the implementation and requirement of CCC for Telecom equipment

From the date of this announcement, YD/T993 "Telecom Terminal Equipment Lightning Protection Technical Requirements and Test Methods" will no longer be used as the requirement test standard for CCC.
