To further strengthen the supervision of product quality and safety, and in accordance with the relevant provisions of the Regulations of the People's Republic of China on Certification and Accreditation, the State Administration for Market Regulation has decided to adjust the certification models for certain products within the China Compulsory Certification (CCC) catalogue, implementing a third-party certification and evaluation method. The relevant requirements are hereby announced as follows:

1. Effective from January 1, 2027, the following 16 types of products— fuse-links, small-power motors, electric drills, electric grinders, electric hammers, DC arc welding machines, TIG arc welding machines, MIG/MAG arc welding machines, plasma arc cutting machines, automotive safety glass, automotive seat belts, external lighting and light-signaling devices for motor vehicles, indirect vision devices for motor vehicles, automotive seats and their head restraints, vehicle traveling data recorders, rear marking plates for motor vehicles— must obtain a CCC certification certificate and bear the CCC mark before they can leave the factory, be sold, imported, or used in other business activities. The self-declarations for the relevant products in the "Self-Declaration Information Submission System for Compliance of Compulsory Certification Products" (hereinafter referred to as the System) will be uniformly deregistered.

2. Starting from July 1, 2026, designated certification bodies (to be designated separately) will begin accepting CCC certification applications for the aforementioned 16 product types. For products currently holding valid self-declarations, the designated certification bodies shall, on the basis of ensuring certification quality and controllable risks, actively adopt and recognize the evaluation results of the self-declarations (SDoC) to issue replacement CCC certification. The System will no longer accept or generate new self-declarations for these relevant products.

3. Enterprises must complete the conversion to CCC certification certificates by December 31, 2026, and proactively deregister their corresponding self-declarations in a timely manner. For products that have already left the factory during the validity period of their self-declaration and are no longer in production, conversion is not required, and they may continue to be sold.
