Standard update requirement for SDoC CCC scheme In order to further improve the compulsory product certification (CCC certification) self-declaration evaluation (SDoC) method, strengthen the main responsibility of the enterprise, and ensure the smooth and orderly implementation of the self-declaration when the evaluation is based on the revision of the standard,based on the CNCA's "Notice on Issues Related to Compulsory Product Certification during Standard Revision" ( [2005] No. 18), the relevant implementation requirements are hereby announced as follows:
1, The product producer (manufacturer) that applies the CCC certification self-declaration evaluation method should actively track and collect the revision of the relevant evaluation basis standards, and implement the self-declaration in the following way when the standard is revised.
(1) In the transition period after the issuance of the new version of the standard and before the implementation, the evaluation shall be performed based on the old or new version of the standard voluntarily; after the implementation of the new version of the standard, the evaluation shall be performed in accordance with the new version of the standard.
(2) For those who have completed the self-declaration according to the old version standard, they should refer to the technical resolution of the corresponding CCC certification technical expert group (http://www.cnca.gov.cn/zl/qzxcprz/jszjz/), and complete the self-declaration of the new version within one year of the implementation of the new version standard; the self-declaration of the old version standard will be cancelled by the "Compulsory Certification Product Conformity Self-declaration Information Submission System" when the new version standard is implemented for one year;Products that have been shipped, put on the market and are no longer produced before the implementation of the new version standard,there is no need to change the self-declaration of the new standard.
2, The institutions involved in the implementation of the self-declaration evaluation methods of CCC certification (including certification agencies and laboratories) should strengthen their services to assist producers (manufacturers) to obtain detailed and accurate standard change information. When implementing certification and testing activities in accordance with the new version of the standard, the implementing agency shall ensure that it has the corresponding technical capabilities and qualifications.
3, In the case of changes in the CCC certification related policies and catalogue scope after the revision of the evaluation standard, the relevant implementation requirements shall be uniformly issued by the CNCA.
This announcement will be implemented from the date of release.
